On September 17, 2026, the 37th Annual Conference of the Japan Society of Material Cycles and Waste Management (JSMCWM) convened at the Faculty of Engineering, Hokkaido University. The event featured a delegation from Taiwan comprising the Resource Circulation Administration of the Ministry of Environment and the Taiwan Resource Circulation Industry Promotion Association. Tsung-Lin Hsieh, President of leading domestic circular economy enterprise Taiwan Steel Union Co., Ltd., was invited to attend in person and deliver a keynote presentation at the Taiwan-Japan Resource Circulation Exchange Workshop.
Focused on the theme “Sustainable Waste-to-Energy and Electronic Waste,” the workshop brought together representatives across industry, government, and academia from Taiwan and Japan for in-depth technical exchanges and strategic dialogue. In his presentation, titled “Sharing Experiences in Dual-Axis Transformation: Smart and Low-Carbon Practices in Taiwan’s EAF Dust Resource Recovery Facility,” President Hsieh detailed how by-products generated by Taiwan’s electric arc furnace (EAF) steelmakers are fully recovered to achieve a 100% circular economy. He also highlighted Taiwan Steel Union’s milestones in decarbonization and intelligent manufacturing, demonstrating the tangible realization of “urban mining” and closed-loop resource circulation.
Leveraging the international platform of Hokkaido University, the event not only highlighted Taiwan’s technological resilience in transforming steel industry by-products into high-value resources, but also paved the way for deeper, substantive Taiwan-Japan cooperation in regional resource circulation networks and carbon reduction technologies, moving together toward net-zero sustainability goals.
